Here I go agein.On patrol to hunt for the bear. Getting radar reports but when I go to the radar station the three keys on the R/H are grey and the scopes cannot be operated. Am I missing a key agein or is it a bug?

That mission takes place before you have surface search radar. You do however, have air search radar, hence the radar reports. Have a look at your equipment screen and you will see that the surface search radar box is "empty".
